Israel’s young people – the Generation of Victory, are a source of pride and hope for the entire country.
The State of Israel must place its young generation at the center of its national priorities and ensure that every young Israeli has the opportunity to thrive.
Yashar! is guided by a simple principle: those who contribute to society should benefit from it and be prioritized by it.
Young Israelis who serve, work and contribute should be given the strongest possible starting point for the next stages of their lives – higher education, employment, housing and raising a family.
Our goal is for young Israelis to be rewarded for their contribution and to choose, with pride, to build their lives and raise their families here, with prosperity, security and love for their country.
That is what we will work to achieve.
Putting Young Israelis on the Right Path
Yashar!’s plan provides a comprehensive response to the needs of a generation that forms a central part of Israel’s working and serving public.
Our plan accompanies young Israelis through the different stages of their lives: from high school and preparation for meaningful service and social responsibility, through military and national service and reserve duty, and onward to higher education, employment and building a young family.
It addresses two dimensions simultaneously: economic opportunity and personal and civic development.
At every stage, our goal is to give young Israelis the tools they need to build stable, meaningful lives in Israel.
A strong society depends on citizens who serve, work, produce and participate. The state, in turn, has a responsibility to support their development, integration and continued contribution.
A strong society also requires meaningful service — military or civilian — from all sectors of society. Shared service strengthens Israeli society and makes it more cohesive and united.
The Generation of Victory represents the renewal of Israel’s sense of shared civic responsibility. It is a generation that loves its people and its country; respects family, heritage, cultural identity and language; and is prepared to take its turn in shaping and leading the State of Israel.
Our responsibility is to give this generation the opportunity, support and tools to do so.
Investing in Young Israelis
We will prioritize young Israelis – particularly those who serve in the military and reserves, across a broad range of economic and social policies.
We will:
- Increase the salaries of all soldiers in mandatory service by 15%.
- Increase the salaries of combat soldiers by 50% during their third year of service.
- Establish a Ministerial Committee for Youth and Young Adults, creating a fast track for advancing youth-related programs across government ministries.
The challenges facing young Israelis cut across housing, education, transportation, employment, healthcare and other areas. They therefore require coordination, oversight and a clear government address responsible for delivering results.
Lowering the Cost of Living for Young Israelis
Young Israelis who serve the country will be placed at the forefront of our national priorities.
We will redesign government economic-assistance mechanisms including housing benefits, childcare subsidies and tax benefits, to better support young working and serving Israelis and properly recognize their contribution to the country and its economy.
We will advance reforms across housing, food and pharmaceuticals, transportation, healthcare, leisure, culture and other areas of everyday life.
Our goal is to enable young Israelis not merely to make it through the month, but to save, invest and enjoy a high quality of life – to move from surviving to thriving.
Fairer Public Transportation
We will revise public-transportation fares and restore fairness and logic to government subsidies.
Young people and those who serve, among the heaviest users of public transportation, should receive appropriate benefits rather than subsidies being allocated according to political considerations.
Making Housing Attainable
We will advance fundamental reforms in Israel’s housing market so that every Israeli, at every stage of life, can access appropriate, high-quality housing — whether renting or buying.
Special attention will be given to young working couples who serve the country and are seeking to purchase their first home.
More Competition, Lower Prices
We will increase competition throughout the Israeli economy.
We will eliminate unnecessary import barriers and unjustified Israel-specific standards, expand parallel imports, reduce the power of concentrated market groups and monopolies, and cut unnecessary bureaucracy.
We will act across importing, manufacturing, distribution and retail to increase consumer choice and lower prices.
A Fair Rental Market
For many young Israelis, renting is their first experience of independent living. The rental market must therefore become fairer, more transparent and more stable.
We will work to curb and reduce rising rents in both central Israel and the periphery, alongside a long-term structural plan to moderate and reduce housing costs.
Price Transparency
Transparency is the first step toward giving renters greater power as consumers.
We will collect and publish reliable information on rental and purchase prices.
Rental-contract data collected through local authorities will be published anonymously and in aggregate, allowing every citizen to understand the reasonable market price for an apartment on a particular street or in a particular neighborhood, taking into account apartment size and the age of the building.
The Person Who Hires the Broker Pays the Broker
We will reduce brokerage costs imposed on renters.
The principle is simple: the person who receives the brokerage service should pay for it.
We will amend legislation to close existing loopholes that allow brokerage fees to be imposed on tenants who did not hire or receive a service from the broker.
